Strengthening the Child Protection system in Chisinau
Launch of the Evaluation Report and the Roadmap
Interim Mayor Ruslan Codreanu participated today in the launch event of the Report on the Evaluation of Effectiveness and Efficiency of the Municipal Children Protection Department (DMPDC) and the Roadmap, as part of a project implemented by the Alliance of NGOs active in the field Social Protection of Children and Family (APSCF), in cooperation with the Chisinau City Hall and UNICEF Moldova.
The documents drawn up by national and international experts are the result of a call by the interim general mayor, one year ago to the NGOs in the field, in order to establish cooperation partnerships with the local public administration in the field of Child rights’ protection.
Ruslan Codreanu stressed that the documents elaborated refer to all subdivisions of the local public administration: the Finance Department, the Social Assistance and Health Directorate, the Education, Culture, Youth and Sport Department, etc. Each entity is to come forward with reasoned proposals to change things and perceptions in the Chisinau municipality, in their respective fields, so that over a period of time the results of the municilapity as a team will show. "I am sure that DMPDC will continue to be the trustworthy partner of civil society and UNICEF in the implementation of the Roadmap. The subdivision has the support of the entire City Hall team in implementing the recommendations made by the experts," said the Interim Mayor.
Liliana Rotaru, Chairperson of the APSCF, remarked that Chisinau City Hall should be opened to collaborate with the associative sector and, in particular, to request the assessment of the child protection system in order to determine the current situation and to identify the direction of work and actions needed. "It is also important for NGOs to know where the support is needed for the authorities to be undertaken by civil society," said the APSCF Chairperson.
Through the mission, objectives, services provided and its beneficiaries, DMPDC is the main public institution responsible for the protection of children's rights in Chisinau. DMPDC has significantly contributed to respecting the child's primary right - to grow up and to be educated in a family environment.
The recommendations proposed oin the Evaluation Report cover a number of major areas of intervention: strategic and operational planning; reorganization and development of the institutional structure; studies, analysis, prognosis; human resources management; monitoring, reporting and information systems; risk and financial management; participation, transparency, institutional communication.
