Foreword

Child Protection Case Management Standard Operating Procedures (SOPs) are developed to implement the Law on the Protection of Rights and Interests of the Child to ensure that all children are fully protected. Helping vulnerable children who are experiencing or at risk of child protection issues requires a robust child protection case management mechanism for holistic and continuous service delivery, functional in both the development and emergency settings.

The development of this SOP has been coordinated with relevant sectors at the central and local levels, such as the Ministry of Justice, the Ministry of Education and Sports, the Ministry of Health, the Ministry of Public and Security, the People’s Supreme Court, the office of Supreme Peo­ple’s Prosecutor, Lao Women’s Union, the National Committee for the Advancement of Women, Mothers and Children, UNICEF Lao PDR, Friend International and other relevant international organ­isations. The Child Protection Case Management Standard Operating Procedures (SOPs) offer clear principles, codes of conduct, procedures, tools, roles, and responsibilities of each sector.

The Ministry of Labour and Social Welfare, as a chair of the Child Protection and Assistance Committee, would like to express our gratitude to all partners at the central and local level, interna­tional organisations, and experts who contributed to the development of this document. We appre­ciate the technical and financial assistance from UNICEF, the Korea International Cooperation Agen­cy (KOICA), UNICEF Australia and the Australian Government through the Department of Finance and Trade (DFAT) to develop the Child Protection Case Management Standard Operating Procedures.

I sincerely hope that these SOPs are used by the social service workforce to provide children in need of help with well-coordinated and comprehensive responsive services through a systematic case management approach. The Ministry of Labour and Social Welfare will continue collaborating with all partners to develop a more effective child protection system to protect every child in the country better.
