Khang Panya Lao: Bringing Digital Learning to Children and Teachers in Lao PDR
Evolving from an emergency remote learning solution into a cornerstone of Lao PDR’s digital education ecosystem
Highlights
Khang Panya Lao – or “Lao Wisdom Warehouse” – is Lao PDR’s first national digital learning platform, built on UNICEF’s global Learning Passport initiative and adapted to the Lao context. Developed by the Ministry of Education and Sports with UNICEF and partners, it was launched during COVID-19 to support children learning remotely. Today, it hosts the country’s largest collection of Lao-language textbooks, storybooks, videos, and teacher training courses, reaching over 150,000 users – including nearly 30,000 teachers. Through teacher training, device distribution, and the rollout of a 10-year Digital Education Strategy, UNICEF and MoES are working to strengthen digital learning opportunities for children and teachers across Lao PDR.
The case study explores how Khang Panya Lao has evolved from an emergency remote learning solution into a cornerstone of Lao PDR’s digital education ecosystem. It highlights key lessons, usage trends, teacher training outcomes, and ongoing efforts to expand equitable access to quality digital learning nationwide.
