Lao PDR launches SEA-PLM 2024 findings to support stronger teaching and foundational learning

Vientiane, 24 March 2026 - The Ministry of Education and Sports of Lao PDR, together with SEAMEO and UNICEF, with support from the UK, convened the 2024 SEA-PLM National Launch and Foundational Learning Forum in Vientiane Capital to share national findings and discuss how evidence can help strengthen foundational learning for children across Lao PDR. The event brought together senior government officials, representatives from Provincial Education and Sports Services and District Education and Sports Bureaus, teachers, development partners, mass organisations, the private sector and youth representatives.

SEA-PLM, the Southeast Asia Primary Learning Metrics programme, is a regional assessment that measures the foundational skills of Grade 5 students in reading, writing and mathematics. It also looks at the wider factors that influence children’s learning, helping governments and partners better understand where support is needed to improve learning outcomes and make education systems more effective, responsive and inclusive, closing the disparities in education attainment.

The forum highlighted the value of SEA-PLM as an important source of evidence for education planning and reform in Lao PDR. Discussions focused on how the findings and item-level analysis can help inform curriculum improvement, teacher development, learning materials and more child-centred approaches to teaching-learning. Participants also explored the importance of engaging parents and communities, supporting children’s transition through school, and ensuring that all children - including those in disadvantaged and remote communities - have the opportunity to build strong foundational skills.

The event also provided an opportunity for national and sub-national stakeholders to exchange experience and consider practical ways to strengthen teaching and learning. As Lao PDR continues its education reform, including the transition to the 6+3+3 structure, SEA-PLM can help inform decisions that improve classroom practice and support children to learn, thrive and reach their full potential.
