An approach from UNICEF in Latin America and the Caribbean

Highlights

This document outlines a theory of change (TOC) and Strategic Framework (SF) for UNICEF’s work on children in contexts of human mobility (CiHM) in Latin America and the Caribbean (LAC) for 2022-2025. It is intended as an overarching framework: the needs of different groups of children affected by human mobility vary substantially by geography, movement corridor, nature of journey and reason for travel, and factors related to children’s identity, among other
reasons. 

The precise activities to be undertaken in any given context will need to be identified by country offices (COs). The TOC is grounded in international human rights standards and guidance related to children and migration and international protection: the UN Convention on the Right of the Child, the UN Conventions on the Status of Refugees and on Statelessness, and international agreements on migration and refugee issues (such as the Global Compact for Safe, Orderly and Regular Migration, the Global Compact on Refugees and the Core Commitments for Children in Humanitarian Action (UNICEF, 2020).
