UNICEF, in close collaboration with government partners, has developed the Kosovo Guideline on Shock-Responsive Social Protection (SRSP), a practical framework designed to enhance Kosovo’s capacity to respond swiftly and effectively to crises.
The Guideline takes a systems-based approach, embedding shock-responsiveness across the entire social protection framework. It provides context-specific guidance to ensure that social protection programmes can quickly support vulnerable populations when emergencies occur, while aligning with the forthcoming Law on Social Welfare and Social Protection Programs.
Covering all key components of social protection, targeting, financing, data systems, transfer design, payments, coordination, and grievance redress, the Guideline serves as a comprehensive roadmap for government and partners.
