The Integrated Results and Resources Framework describes the results architecture accompanying the UNICEF Strategic Plan, 2026–2029. The Results Framework includes the indicators that will be utilized to monitor the Strategic Plan’s results, and the projected resources across the Impact Results for the next quadrennium.
Overall, the Integrated Results and Resources Framework has fewer indicators than in previous Strategic Plans, and has been customized to address the shifts proposed in the Plan. Impact indicators will be used to monitor the Impact Results. They are objectively verifiable through national and international data sources and align with the Sustainable Development Goals and other global and United Nations targets. Outcome indicators will be used to measure the sublevel results. They capture changes in systems or institutional performance at scale, as well as shifts in behaviours, norms, practices and beliefs. Output indicators are linked to UNICEF contributions to changes at the country level. They reflect the most critical national systems and capabilities that need to be in place to achieve the sublevel results, with
support from UNICEF programmatic efforts.
Based on the UNICEF integrated budget, 2026–2029, the present document also provides extensive information on projected resources across the Strategic Plan Impact Results for the duration of the Plan.
The Integrated Results and Resources Framework was endorsed by the Executive Board during its second regular session of 2025. The present document has been updated to provide the baselines, milestones and targets for the impact, sublevel results, outcome and select output indicators.
