Plan for global evaluations, 2026–2029 (First regular session 2026)
E/ICEF/2026/5
About
The Plan for global evaluations, 2026–2029 provides a prioritized overview of the most critical corporate evaluations to support the learning and accountability needs of UNICEF and its partners during this quadrennium. The Plan has been developed through a blended process combining independent analysis and extensive consultation. Both of these components have been significantly strengthened during this quadrennial planning cycle. It builds on the Plan for global evaluations, 2026–2029: draft for review (E/ICEF/2025/30) presented to the Executive Board at its second regular session of 2025. It integrates feedback received through consultations with the Executive Board, the UNICEF Audit Advisory Committee, National Committees for UNICEF and external evaluation partners, as well as additional internal feedback received in the months following the presentation of the draft plan to the Executive Board.
Anchored in the UNICEF Strategic Plan, 2026–2029, which underlines the central role of evaluation both as an oversight function and an evidence function in driving outcome- and impact-level results for children in the critical years ahead, the Plan for global evaluations also presents a strategic road map for ensuring that all planned evaluations maximize the positive impact that UNICEF and its partners are able to achieve in the lives of children globally. As such, the Plan is also closely calibrated to the organizational realities that UNICEF will face in the critical years ahead. Chief among these is the unprecedented financial strain that began in the previous quadrennium, accompanied by a period of organizational change and readjustment, that will continue into the next quadrennium.
