Evaluation of the UNICEF role as cluster lead /co-lead agency (‘CLARE II’)

UNICEF holds a unique role as cluster (co) lead agency (CLA) of 3 clusters (nutrition, WASH and education/with Save the Children International) and focal point agency for the child protection area of responsibility. The 'CLARE II' evaluation comes over 7 years after the first evaluation on the same topic, to take stock of how UNICEF has been fulfilling its CLA responsibilities.

Review of the Global Education Cluster Co-Leadership

The Global Education Cluster (GEC) is the only global cluster co-led by a United Nations agency (UNICEF) and a non-governmental organization (Save the Children International). A review of this co-leadership arrangement was conducted in 2020-2021 to inform the revision of the underlying Memorandum of Understanding (MoU) between the two organizations. This review was designed in parallel with the ‘CLARE II’ evaluation and their respective findings should be read in conjunction to maximize use.
