Ireland’s adoption system, governed by the Adoption Act 2010, has evolved significantly in recent years due to changes in family structures, constitutional amendments, and jurisprudence. To ensure better outcomes for children and families, the government seeks to modernize its domestic adoption framework by learning from international best practices.
Through the EU-funded Technical Support Instrument, the Adoption Policy Unit, with UNICEF and the European Commission, is developing a best-practice framework and high-level implementation plan for reform. The project includes research on global adoption practices, stakeholder consultations, and evidence-based recommendations to create a more effective and child-centered adoption system.
