The Republic of Albania has ratified the Convention on the Rights of the Child (CRC) as well as the Convention on the Rights of Persons with Disabilities (CRPD). Both conventions provide that children with disabilities should fully enjoy all human rights and fundamental freedoms on an equal basis with other children, enjoy life and live in conditions that promote their sense of dignity and self-worth as well as full and effective participation and inclusion in society.

Children with disabilities have the right to special care and assistance from parents or those who are responsible for their care depending on the child’s condition and needs and taking into account the financial resources of the parents or others caring for the child. This assistance should be provided free of charge, whenever possible, and its purpose is to ensure that children with disabilities have effective access to and receive education, training, health care services, rehabilitation services, preparation for employment and recreation opportunities in a manner conducive to achieving their full potential, development and social integration.

In accordance with the principles expressed in the Convention on the Rights of Persons with Disabilities, as well as with the Albanian law no. 93/2014, “On the inclusion and accessibility of persons with disabilities”, the assessment of disability is carried out by multidisciplinary commissions at the local educational structures.

These commissions are responsible for assessing disability and the needs for services, tools and care, with the aim of minimizing barriers to inclusion and maximizing autonomy and independent living for persons with disabilities. The Section for the Protection and Promotion of Children’s Rights within the People’s Advocate is on the side of children with disabilities in Albania. Here we provide a compilation of success stories handled by People’s Advocate during 2018-2022 (pseudonyms are used to protect data confidentiality).
