UNICEF Albania wishes to engage high-calibre candidates to support strategic positioning, foresight, structuring high level evidence and context-based policy discussions, production of regularly analysis on policy changes and support to the flagship programs of the government and UNICEF Albania. The Advisor/consultant will also use his or her considerable analytical skills and network/membership of high-level policy bodies and think tanks to raise issues relating to children and to advocate lessons of best practice at these fora.

 To qualify as an advocate for every child you will have:

  • Advanced university degree in International Relations, Social Sciences, Development Studies, Economics, Public Policy, Statistics, Communications, or related areas.
  • Possesses expert knowledge and advanced concepts on development issues social policy, policy analysis and formulation; especially as they pertain to children, adolescents and women.
  • Has 15-20 years of proven experience working with high-level government, UN, bilateral and multilateral agencies on formulation and influencing policy issues concerning children and adolescents involving core domain of UNICEF programming (survival, growth and development, protection etc.).
  • Ability to apply required depth and breadth of knowledge and expertise in social and economic policy and development issues to support UNICEF Programme; with strong analytical skills and the ability to advise on high quality research including statistical analysis.

Scope of Work: 
Air quality is a global alarm ring-bell especially for its related consequences to human wellbeing and the consequences in children’s and adolescents’ health and overall wellbeing. Albania reports high air pollution, with figures of PM-10 which are 2-2.5 times higher than European Union Countries. Because of that, World Health Organisation (WHO) has classified Albania in the “Health Risk Area “and it is estimated that this level of air pollution will decrease life expectancy with 1-2 years but will increasing the risk of cancer diseases with 1400 cases/year as well as other health related issues.
Young people are constantly exposed to polluted air, and they are more vulnerable, both physically and psychologically to air pollution than adults. According to findings from the UNICEF U-report Albania on “Air quality around me”, a poll administered during November 2022, 56% of young people in Albania think that air quality around them is bad and 82% think it has deteriorated since their childhood. In all this, 48% of young people think that it is responsibility of the governments and decision-makers to act and 32 % think that this is an individual responsibility of every one of us to act and work for change.
To address underlying causes leading to increased air pollution and find youth led solutions, UNICEF is implementing a series of initiatives focusing on (i) raising awareness of youth and adults through digital campaigns; (ii) increase capacities of youth through training and workshops; (iii) equip youth with advocacy skills to act as watchdogs and raise the voice in local and national level; (iv) support youth led solutions through the human design methodology of UPSHIFT and (vi) update the UNICEF supported CLEEN methodology and improve competencies of teachers and children in this methodology to increase the dialogue round air quality and environmental protection.
UNICEF is also looking at reinforcing the programatoc focus on climate change action under the UNICEF Global strategy “A Liveable Planet for Every Child 2022-2030” which intends to ensure that services children need to survive, grow and thrive are resilient to climate and environmental shocks and to support them with the education and skills they will need to adapt and create a green transition and better world.
To address these challenges, UNICEF is looking for a National Consultant to provide environmental technical expertise for UNICEF office as well as documenting the processes of “Increased youth education and awareness around key air quality issues in Albania “ by identifying best practices, challenges, case studies, human stories.

PURPOSE OF ASSIGNMENT
UNICEF ALBANIA welcomes expressions of interest from experts who wish to join a local roster of pre-qualified consultants to provide technical assistance to UNICEF in Albania. The purpose of this local roster is to assist in identifying prospective external candidates for individual consultants in Albania.
UNICEF Albania is seeking local consultants with legal expertise on various areas of child-friendly and accessible justice, national human rights institutions and various aspects of human rights of the child. If selected, candidates will be placed in a stand-by Consultant Roster of qualified and experienced pre-screened consultants for short- and longer-term consultancy assignments that will have validity until 2026. These assignments may also be remote.
Becoming a Pre-Qualified Consultant in the UNICEF Roster is a one-off standard application for potential assignments. Once pre-qualified, consultants will be contacted as and when needed, to provide their offer for taking on specific assignments. Over this period, UNICEF will make use of the roster for eligible consultancy requirements. Therefore, this is a unique opportunity for any interested and qualified candidates to submit one single application and, if entered onto the Roster, to be considered for any future assignments in the relevant area of expertise.

SCOPE OF WORK
While the roster will primarily support those UNICEF outputs dedicated to children’s equitable access to child friendly justice, the work with the Parliament and with the national human rights institutions, any of the sectors of UNICEF programming around child rights may turn to this roster for identification of relevant candidates with legal expertise to provide technical and operational support in the development, planning and implementation of UNICEF programming with UNICEF Albania. Candidates will be selected in particular with regard to one or more of the following areas of expertise:

1. Criminal law (e.g. violence against children; child marriage; trafficking; cybercrime; etc.)
2. Family/civil law (e.g. child marriage; alternative care; custody; child support; domestic or gender-based violence; child protection measures; labour law; etc.)
3. Public/administrative law (e.g. public oversight bodies or national human rights institutions; migration and asylum; equality and non-discrimination (including gender); legislation in various areas of child rights; such as education, health, social care; international reporting; support for EU accession; etc.)

The consultants may be requested to deliver/contribute to one or more of the following tasks:

a) Provide expertise on reviewing and/or developing legislative/policy/regulatory framework for child rights and particularly the child’s right to and access to justice in Albania, pursuant to international, EU and Council of Europe standards.
b) Conduct research/analysis on child rights, public oversight for child rights and child-friendly and accessible justice in Albania.
c) Prepare reports and other written contributions on child rights and justice for children in Albania.
d) Advise and assist the GoA on child rights advancement as part of the process of EU accession
e) Develop and deliver capacity-building activities (training, coaching, mentoring, etc.) for law enforcement, justice professionals, national human rights institutions, and other frontline service providers in the framework of child rights and justice for children in Albania.

In the motivation letter, candidates are expected to indicate both the area(s) of expertise and task(s) as per the list above, where they feel stronger and/or have professional interest.

Deliverables cannot be estimated with certainty at this stage, but typical tasks whether individual or in collaboration with other professionals may include:
- Legal and comparative analysis; determination of gaps in legislation and/or public policies; formulation of legal opinions or conducting legal opponency of various legal documents.
- Drafting of provisions and/or amendments, such as Criminal Code, Criminal Procedures Code, Family Code, Child Rights and Protection Law, health-, education-, social care-, gender equality-, child protection-related legislation, including sub-legal acts.
- Drafting of Memoranda of Understanding/Agreement, of administrative acts, such as development of job descriptions/profiles, organigrammes, conducting capacity assessment of public authorities, etc.
- Develop, review and improve curricula, training manuals, training modules and designing other relevant types of capacity building; deliver such capacity building interventions.

UNICEF Albania is looking to hire an international consultant in supporting the implementation of the “Early Warning System” (EWS) mechanism for the Drop Out prevention in secondary schools in Albania. The aim of this consultancy is to support the learning and documentation process, challenges, best practices from implementing of the EWS as well the provision of the technical expertise in mentoring education professionals and design the profile of youth dropouts from the secondary education system.

Scope of Work:

Albania is one of the Western Balkan countries that has the highest proportion of youth Neither in Employment Nor in Education or Training (NEET). The NEET rate for the 15-24 years old group was 24.0% in 2021. The high NEETs rate is as well a reflection of the dropout phenomenon in the VET and general upper secondary schools in Albania. Besides the general secondary education system, recent trends in VET education show a decrease in enrolment (circa 17.000 fewer students in 2020-2021 compared to 2019-2020). Often youth that drop out from education are youth from vulnerable groups (such as Roma and Egyptian, children and youth from social economic problems, children, and youth with disability). Often these youth face more social-emotional challenges and would need an increased support in developing their social-emotional skills.

In the past years, UNICEF Albania has supported the Ministry of Education and Sports in the prevention of drop out of children from the compulsory system by providing approaches, tools, and mechanisms on how to identify and address the school dropout while investing in raising the capacities of school members on how to work together in prevention and supporting the children at risk. This approach is called "Early Warning Systems" (EWS) and it aims to combat drop out by supporting children to stay in school through strategies and interventions to meet their specific needs. EWS is a system that enables schools or education authorities to recognize a red flag warning at an early stage before the student has dropped out and identifies the risk factors early enough to ensure appropriate support to keep them in school. EWS supports and requires from schools to have some capacity to plan and support students. It also requires external services and professionals, such as social workers/psycho-social staff, to some extent, help students and families that are facing the most adverse or complex situations.

In this regard, while the adaption and implementation of this mechanisms has just started in 85 general high schools and 15 VET schools, emerges the need to document the learning process in order to influence the policy implementation. On the other side, this process needs a qualified expert in EWS to support the mentoring and coaching the education professionals working with this model as well as agencies involved in the implementation process. Finally, from the implementation of this model, UNICEF will have a better opportunity to understand and develop the youth dropouts’ profile.

Knowledge/Expertise/Skills required:
An advanced university degree (Master’s or higher) Masters: Education, Psychology, Social Science, Pedagogy or other related science

Relevant working experience internationally in dropout prevention and specifically on early warning systems to prevent drop out.

Proven expertise in working with cross-sectoral approaches to ensuring systemic response to prevention of drop out of children and adolescents from primary and secondary education.

Excellent report writing skills demonstrated.

Mentoring skills and experience in the areas of supporting education professionals on topics of early warning systems, second chance education etc.

Expertise in being engaged in the design of vulnerable youth profiles in different contexts.

Fluency in written and spoken English.

Previous experience in working with UN agencies will be an asset.

PURPOSE OF ASSIGNMENT
- To provide visual documentation in the digital original format of the situation of children in Albania, in order to produce communication and advocacy materials to be used by UNICEF’s internal and external partners across various platforms. OBJECTIVE(S)
The overall objective is to set up a Long-Term Agreement to facilitate and expedite the process by which the Communication Team will hire multimedia creatives as required for specific projects to develop advocacy, communication, campaign and humanitarian emergency materials that demonstrate UNICEF's activities in the field to raise awareness and funds via UNICEF social media channels.

MAJOR TASKS TO BE ACCOMPLISHED
Successful consultants must provide professionally edited and produced video and photo assets tailored for social media platforms–to inform our audiences, engage them deeply to take action on behalf of children (eg asking governments for change, reposting messaging, donating to UNICEF, etc.). Tasks include, but may not be limited to:
-Production of professional high-quality multimedia materials for UNICEF communications and advocacy objectives
-Creating and delivering video and motion graphics for various media
-Research issues and characters being documented, in-depth interviews of community, service providers, government counterparts, beneficiaries, while being mindful of sensitivities of specific situations, to support online global advocacy efforts.
-Work in close coordination (where required) with UNICEF Albania Comms & Programme team counterparts to help capture relevant, powerful stories and photo essays and short digital pieces for social media.
-Review, edit, and consolidate material, ensuring clarity and continuity of structure and core themes.
-Be available for several rounds of editing with regards to stories.

Responsibilities of the Consultant:
The consultant will use their own equipment; camera, microphones, software and other accessories and software that may be required for this task.

The consultant will not put their own name or logo/emblem on the content / final product. The only organization branding will be UNICEF, if required.

Title of position: National Consultant to support CVE Center in Albania

To qualify as an advocate for every child you will have:

Education:

  • Master Degree in law, international law, preferable from an EU university;
  • Any specialization in Project Planning is a plus with particular focus on P/CVE;
  • PhD in a relevant field of consultancy is preferable.

Knowledge and Personal qualifications:

  • Excellent understanding of rules and protocols related to Government operations. Good knowledge of the Albanian Public Administration;
  • Demonstrate strong research skills, experience in drafting strategies, legislative measures (laws, decision of council of ministers, instructions)
  • Proficiency in the use of MS Office package, especially Excel and Power Point.
  • Ability to deliver when working under pressure and within changing circumstances and solution-oriented mindset;
  • Excellent interpersonal, networking and team building skills;

Work experience:

  • At least 7 (seven) years of relevant working experience in domains requiring knowledge of European and administrative law;
  • At least 7 (seven) years working with EU Projects on project implementation or coordination;
  • Proven experience in the field of youth empowerment through education;
  • Proven ability to deliver high quality output in implementation of projects;
  • Other experiences/consultancy with international organizations, like UN, or EU agency related are preferable;
  • Track record of preparing high quality documents.
  • Any previous experience with CVE Center is a plus.

  • Developing country work experience and/or familiarity with emergencies is considered an asset.

  • Ability to work in an international and multicultural environment.
  • Advanced knowledge in the Microsoft Suite of Products (including MS Word, MS Excel & MS PowerPoint) is required.
