GRZ, EU and UNICEF Launch €50 Million Human Development Programme to Uplift Children and Adolescents

SOLWEZI, North-Western Province, 3 June 2025 — The Government of the Republic of Zambia, the European Union and UNICEF today officially launched the “Equal Chances for Human Development” programme in Solwezi District, Northwestern Province. This €50 million initiative aims to improve early childhood development, adolescent wellbeing, and access to essential services in two of Zambia’s most underserved provinces—Luapula and Northwestern.

The four-year programme, financed by the EU and implemented by UNICEF in close partnership with the Zambian Government, will support ten districts, five in each province, benefiting young children (0–8 years), adolescent girls, mothers and caregivers, with a strong focus on education, health, nutrition, and cross-sectoral coordination.

Speaking at the launch, the Minister for Northwestern Province, Hon. Robert Lihefu, MP, stressed the programme’s transformative potential. “This official launch marks a landmark moment that will galvanize action from all stakeholders towards achieving the programme’s bold targets—driving socio-economic transformation, improving livelihoods, and delivering on the aspirations of the 8th National Development Plan and Vision 2030. Through this strategic partnership with the EU and UNICEF, we are unlocking the demographic dividend and shaping a stronger, more empowered Zambia”.

Echoing this support, His Royal Highness Chief Mumena, speaking on behalf of the traditional leaders’ council highlighted the positive change this programme will bring about and the commitment of the chiefs in the selected districts to work hand in hand with their communities to make it a success. “Many of our communities still lack access to basic services. This programme will bring critical support closer to our children and adolescent girls, where it’s most needed. As traditional leaders, we commit to ensuring these investments are protected, valued and sustained.”

Under the programme, UNICEF will oversee the construction of 35 Early Childhood Development and Education hubs and 3 Early Childhood Education (ECE) hub centres and provide support to 10 health facilities in each of the target districts. In addition, the programme will enhance community engagement, parental care, adolescent health and nutrition, and coordination between education, health, and social protection sectors.

The EU Ambassador to Zambia and COMESA, Her Excellency Ms. Karolina Stasiak, reaffirmed the EU’s commitment to equity and inclusion. “Investing in children and adolescents—especially girls in underserved areas—is one of the smartest, most sustainable choices we can make. This programme embodies the EU’s belief in leaving no one behind. We are proud to stand with Zambia and UNICEF to improve opportunities and dignity for every child,” she said.

The programme will directly benefit thousands of children, adolescent girls and families across Chiengi, Chifunabuli, Kawambwa, Nchelenge and Mwansabombwe (Luapula Province) and Kabompo, Mufumbwe, Mwinilunga, Mushindamo and Zambezi (Northwestern Province).

Speaking on behalf of UNICEF, Representative Dr. Penelope Campbell emphasized the importance of advocacy and systems change. “With nearly half of Zambia’s population under the age of 19, investing in children and adolescents is not just urgent, it’s strategic. The Equal Chances for Human Development Programme comes at a crucial time, addressing the pressing challenges faced in early childhood and adolescence. By improving access to essential, integrated services, this multisectoral initiative lays the foundation for a healthier, more resilient, and empowered generation,” stated Dr Penelope Campbell, UNICEF Zambia Representative.

The “Equal Chances for Human Development” programme is aligned with Zambia’s Vision 2030 and the 8th National Development Plan (2022–2026). It represents a whole-of-government and whole-of-society approach to ensure that children and adolescents, particularly those in marginalized areas can thrive, survive, and reach their full potential.
