Challenges

Education is the key for every child to unlock a bright future.

While Viet Nam’s education system has proven transformational for many, those most vulnerable are often left behind. 

Ensuring the system is fit for purpose for all children – no matter their gender, ethnicity, disability and location – and that it can meet the demands of the 21st Century is critical.

Getting education right for all will have far-reaching impacts. It is vital to break the cycle of intergenerational poverty, reduce inequalities, drive sustainable economic growth and realize better health and nutrition, particularly for children and women. 

Achieving this requires strengthening Viet Nam’s education system so all children benefit from the right investments that tackle learning loss and deliver the skills necessary for the world of work today and in the future. 

This means identifying system-wide equity gaps in education, curriculum implementation and intensifying responses, from early childhood education through to technical, vocational and training. This will ensure Viet Nam is best placed to achieve Sustainable Development Goal (SDG) 4 on education and realize inclusive, equitable and quality schooling to promote lifelong learning opportunities for all.

Achieving this is not easy. It requires taking innovative approaches with our partners to realize game-changing transformations in education policy and practice.

"UNICEF is helping to strengthen Viet Nam’s education system so every child can access quality education, no matter who or where they are."

This means calling on our deep experience from the world of learning to find solutions for Viet Nam. By identifying equity gaps in learning and prioritizing investments to tackle learning loss, we help unlock access to education for marginalized members of society and close the gender gap. 

Through ensuring scarce public funds have maximum impacts, implementation of the national competency-based curriculum can be scaled up, with a focus on transferable, foundational and green skills.

To tackle the digital divide, we broker partnerships to expand connectivity, build capacity of school administrators and teachers to integrate digital learning solutions across the curriculum, and embed digital literacy into education and vocational training systems. We also help strengthen the education management system and build capacity for improved use of data for decision-making. 

A key step to system strengthening and achievement of SDG4 is Viet Nam’s membership of the UNICEF-supported SEA-PLM programme that is breaking new ground. As one of six member countries, Viet Nam benefits from regional collaboration on assessing learning systems to ensure each delivers skills, attitudes and values that embrace 21st Century needs.

By 2026, Viet Nam’s education system will provide all students with the transferable, foundational and green skills they need in safe and conducive learning environments that respect their diversity, support their mental health wellbeing and promote their participation and civic engagement. This will be achieved with strengthened policies, planning, monitoring and finance to better enable innovative and inclusive education opportunities for all.
