Right to Education

The right to education is contemplated in article 29 of the Convention on the Rights of the Child (CRC), which says the following:
Article 28
1. The States Parties recognize the child's right to education and, in order to progressively exercise this right under conditions of equality of opportunity, they shall in particular:
a) Implement compulsory and free primary education for all;
b) Promote the development, in its various forms, of secondary education, including general and vocational education, make it available to all children and have access to it, and adopt appropriate measures such as the introduction of free education and granting of financial assistance in case of need;
c) Make higher education accessible to all, on the basis of ability, by whatever means are appropriate;
d) Make educational and career information and guidance available and accessible to all children;
e) Take measures to encourage regular school attendance and reduce dropout rates.
2. States Parties shall take all appropriate measures to ensure that school discipline is administered in a manner consistent with the human dignity of the child and in accordance with this Current Convention.
3. The States Parties shall promote and encourage international cooperation in educational matters, in particular with a view to contributing to the elimination of ignorance and illiteracy throughout the world and to facilitating access to technical knowledge and modern teaching methods. In this regard, particular account shall be taken of the needs of developing countries
