UNICEF supports the Government of Uzbekistan in its efforts to expand services in preschool education and improve quality to promote early childhood education for all children.
- Reforms in preschool education led to increase in enrollment rates from <30% in 2017 to over 75% in 2025.
- From 2018 to date, UNICEF has supported the Government in its efforts to improve access to quality and equial preschool education for all children 3-7. Investments into preschool education resulted in adoption of new laws, national policies and plans, data collection and quality assurance mechanisms.
- UNICEF further supported the quality of pre-school education by developing the preschool curriculum based on Early Learning Development Standards and methodological support for teachers. Service delivery has been expanded through the introduction of alternative models, further introducing digital solutions targeting children, parents, and teachers.
- UNICEF in collaboration with Microsoft introduced online platform Learning Passport/Bolalik Akademiyasi that enables continuous access to quality preschool education learning materials for preschool teachers
- UNICEF introduced parenting mobile application “Bebbo” to support caregivers with information and guidance in parenting practices reaching more than 520,000 parents.
- UNICEF currently is supporting the Government in strengthening the Teacher Professional Development system for preschool education through improving pre-and in- service teacher training curriculum, introducing blended learning systems and establishing Regional In-Service teacher Training Centers.
UNICEF will continue to provide support to the Government in enhancing preschool education through:
- Revision of the Early Learning and Development Standards and preschool curriculum “ILK KADAM” including development of teaching and learning materials.
- Development of new programme for children under 3 years
- Development and modelling of inclusive preschools including social behaviour change communication and campaign.
- Development of mentorship model for preschool teachers and further capacity building of Regional Teacher Training Canters.
