Ensuring that every child in Serbia grows up healthy, educated, and protected requires not only strong laws and policies but also budgets and strong monitoring mechanisms that truly reflect these commitments.
“Budgeting Focused on Children’s Rights” is a training manual developed by UNICEF in Serbia, in partnership with the Center of Excellence in Finance (CEF) and the National Assembly of the Republic of Serbia, with support from the Belgrade Fund for Political Excellence (BFPE).
The manual is designed to support Members of Parliament in understanding and using the national budget as a powerful tool to promote and protect children’s rights. It explains how public finance decisions affect children’s lives, outlines key international and national frameworks, and provides practical guidance on integrating child rights into the budget cycle — from planning to monitoring and oversight.
This publication is part of UNICEF’s ongoing cooperation with the National Assembly to strengthen child-sensitive governance and ensure that every dinar invested contributes to building a fairer, more inclusive future for all children in Serbia.
