A Situational Analysis of the Rights and Wellbeing of Children and Adolescents in Serbia

The analysis, which is rights-based, examines the progress, challenges, and opportunities for realizing the rights and well-being of children, as well as the patterns of deprivation that children face.

Highlights

UNICEF commissioned this Situation Analysis (SitAn) to provide the government, UNICEF itself, and other duty bearers with an independent analysis of the situation of children in Serbia to deepen stakeholders’ understanding of children’s needs, potential, and capacity, and to guide stakeholders’ policy advocacy and partnership responses; the SitAn’s primary goal is to contribute positively and concretely to improving children’s rights in Serbia by highlighting strategic priorities that need to be addressed to reduce disparities and address vulnerabilities, while also contributing to shaping the national development agenda, expanding the constituency of support for children’s rights, and accelerating the achievement of national and international development goals regarding children, including the Sustainable Development Goals (SDGs); while considering the rights, needs, and welfare of all children in Serbia, the analysis highlights socio-economic inequalities, urban/rural and locational disparities, gender gaps, and other differentials, and aims to shed light on less visible and more marginalized children; the SitAn is aimed at a wide audience—including government bodies and ministries, development partners, civil society, the private sector, communities, children, and families—and aspires to initiate and facilitate dialogue between rights holders and duty bearers around issues affecting children and adolescents.
