The content of this Operational Guide provides an overview of the Minimum Package of Services (MPS) Model, with details of its technical aspects, to help these users establish a similar system, or refine an existing one, to provide integrated social services to children and families in difficulty and/or at risk of social exclusion.
The MPS model was developed by UNICEF Romania and its government partners (namely, relevant ministries and other national and local authorities) over a 15-year period and has been widely tested in Romania and evaluated several times. It can therefore serve as a model for European Union (EU) countries planning actions for the European Child Guarantee (ECG), which aims to prevent and combat social exclusion by guaranteeing effective access of children in difficulty to a set of key services . Similarly, and with necessary adaptations, it can serve as a model for all countries aiming to strengthen integrated service delivery at local level.
The primary users of this operational guide are government officials, as well as staff of public and private service providers and other organizations working to establish and/or refine working models similar to the minimum package of services (MPS) model or to extend the model to other categories vulnerable population.
Although the guide has been written with a particular focus on European Union (EU) countries where the European Child Guarantee (ECG) is implemented, it can also be used in other countries where working models are being established and/or refined similar to MPS.
