Student-Centred Staffing Polices in Primary Education

This policy brief examines how staffing policies in North Macedonia’s primary schools can better support student learning. It highlights declining enrolment, uneven staff distribution and emerging teacher shortages, and outlines recommendations for stronger workforce planning, staff redeployment, professional development and school-network optimization. The focus is on using available resources more effectively to improve education quality and ensure every child has access to the teaching and support they need.
