Analysis on the position of teaching assistants in Montenegro

Overview of the current situation, key challenges, and priority recommendations for strengthening the support provided by teaching assistants

Highlights

“Analysis of the Status of Teaching Assistants in Montenegro” provides comprehensive insights into the roles, challenges, and working conditions of more than 600 teaching assistants engaged in preschools, primary, and secondary schools across the country. The analysis was carried out within the joint initiative of the Ministry of Education, Science and Innovation, UNICEF, and the European Union, as part of efforts to advance inclusive education and ensure equal support for every child.

The research is based on data collected through interviews, focus groups, and an online survey, offering a clear picture of teaching assistants’ everyday experiences, their roles, competencies, and collaboration with school staff and parents. The document highlights the importance of the technical and developmental support assistants provide to children with developmental disabilities, as well as a series of systemic challenges – from insufficiently defined job descriptions and varying working hours to limited opportunities for professional development.

The aim of the analysis is to provide recommendations for improving policies and practices, in order to ensure higher-quality and more sustainable support within the education system.
