Disaster Risk Management in Madagascar

This study offers recommendations to strengthen the contribution of the Unified Social Registry (USR) to managing risks related to climate-related disasters. The key findings indicate that Madagascar's early warning system can be significantly improved through the georeferenced and detailed data provided by the USR.

Social service points, as a dynamic extension of the USR, can play a crucial role as local early warning triggers. Additionally, proactive actions and responses to shocks can be optimized by leveraging national shock-responsive social protection systems.

Interoperability and data sharing are essential and depend on the progress of digital system reforms, as well as engagement and coordination with the relevant sectors. Investment in capacity building is also necessary.
