Mohamad’s life changed in ways he never imagined when the National Disability Allowance (NDA) program was launched in April 2023. For years, he struggled to find stable employment, blocked by societal and physical barriers that left him needing basic rights and services. Despite his efforts—trying various jobs from day labor to driving taxis—nothing seemed to stick. With elderly parents needing constant care, the financial strain became unbearable. The NDA program has been more than just a source of cash assistance; it has been a lifeline. This program is implemented by the Ministry of Social Affairs (MOSA) in collaboration with UNICEF and the ILO and funded by the European Union and other donors.
“This monthly allowance has allowed me to dream and feel alive,” Mohamad shares, reflecting on how the program has transformed his day-to-day existence. With the financial support, he can now contribute meaningfully to his family's well-being, easing the burdens they collectively faced. But the impact goes beyond financial relief. For the first time in his life, Mohamad experienced the joy of buying a Mother’s Day gift, a simple act that brought profound happiness to his mother and gave him a newfound sense of purpose.
“All I want is some sense of normalcy,” he explains, “to be seen as a normal person, not someone to be pitied.” Mohamad’s journey is one of personal triumph over social stigma. Having endured bullying from childhood into his adult life, the NDA program provided him with not just financial aid, but empowerment and inclusion. He now enjoys everyday joys like outings with friends and indulging in simple treats, experiences that were previously out of reach.
His aspirations extend beyond personal benefits. Driven by his struggles, Mohamad is committed to supporting others in his community who face similar challenges, helping them channel their experiences into positive outcomes. “I was very happy and grateful that the allowance program was extended. I don’t want to go back to isolation or feeling like an outcast,” he states. The financial stability also allowed him to address long-neglected dental needs, boosting his quality of life and confidence.
Mohamad describes the NDA’s impact as “an extended hand in a sea of darkness.” This vivid imagery captures the profound effect of the program—illuminating paths, opening doors, and nurturing hopes. The NDA program, implemented by the Ministry of Social Affairs (MOSA) in collaboration with UNICEF and the ILO and funded by the European Union and other donors, supports the financial needs of individuals with disabilities while fostering an environment of dignity and equality.
As Lebanon faces ongoing economic challenges, the NDA's mission is more vital than ever. The program aims at those born between 1994 and 2009, providing critical financial support to persons with disabilities, and helping them manage the additional costs associated with their conditions. The NDA not only facilitates the integration of people with disabilities into society but also highlights the importance of strategic partnerships in turning the tide against challenges faced by vulnerable populations. This initiative paints a hopeful picture for a more inclusive future, one where dignity and equality are not just ideals but realities for all.
