Highlights
Established in 2022, TREF is a government-led, international development partner supported aid modality that aims to protect and transform Lebanon’s public education system. In a context marked by protracted crises, including economic collapse, displacement, conflict, and a disrupted school calendar, TREF has evolved into an aid modality for education system reform, providing predictable, multi-year support to strengthen education system performance across teaching and learning, governance, and cost-efficiency agendas. TREF is aligned with Lebanon’s 5 Year General Education Plan (2021–2025) placing education and learning as a priority for the country’s future so that every child has access to a quality and inclusive education.
In partnership with UNICEF and contributing partners, TREF channels international funding for education programmes, teachers and schools to ensure children have access to teaching and learning which builds the skills they need for a brighter future. The TREF ensures impact through a mix of programme investments and technical assistance at national, regional, school, classroom and community levels. For out-of-school children – including those who have never seen the inside of a classroom – targeted approaches that emphasize learning, equity and inclusion provide a pathway to learning in the formal system.
