Highlights

The Rural and Remote Education Initiative for Papua provinces 2024-2027, also referred to as the Early Grade Learning Phase 3.2 (EGL Phase 3.2 programme), is a partnership between UNICEF Indonesia and the Government of Australia, in support of the Government of Indonesia’s education reform efforts. The programme seeks to contribute to closing gaps in student learning outcomes, particularly foundational literacy and numeracy skills, including through gender equality and disability inclusion within schools and communities in the Papua provinces.

The Gender Equality, Disability and Social Inclusion (GEDSI) strategy was prepared in response to the lessons learned from the previous phase of the programme (Phase 3), specifically to better understand and address, in a more systematic manner, the complexity of gender, disability and social inclusion issues in the Papua provinces affecting children’s equitable access to quality learning opportunities. Although GEDSI concepts were already introduced in Phase 3, the GEDSI strategy prepared under Phase 3.2 enables more explicitly planned interventions.

The GEDSI strategy is a contextualized twin-track approach for the target six districts. Mainstreaming support will contribute to gender responsive and disability inclusive scale-up of EGL interventions by working through existing structures at the subnational and national levels. Targeted interventions will address specific gender and/or disability related barriers by capacitating specific stakeholders who can bring change in classroom practices or district education ecosystems.
