Country Programme Evaluation (CPE) Circles Toolkit

Highlights

While adolescent and youth engagement has gained traction in programming, their involvement in Monitoring and Evaluation remains underutilized, limiting its transformative potential. UNICEF Indonesia has developed the CPE Circles Toolkit (based on the Adolescent Kit for Expression and Innovation) to include adolescents and young people in the Country Programme Evaluation (CPE), demonstrating that meaningful participation of young people in evaluations is a strategic necessity. The toolkit can be adopted for programme evaluations and the approach reflects a rights-based methodology aligned with UNICEF’s Evaluation Policy, Results-Based Management Handbook, and Indonesia’s Adolescent Strategy (2024–2030). This toolkit is intended to strengthen meaningful youth participation in evaluations, to empower young people as knowledge producers, to foster intergenerational dialogue, and to inform more effective programming.
