The Ministry of Finance, UNICEF in Egypt, the Global Initiative for Fiscal Transparency (GIFT), and experts discuss ways to involve citizens in promoting child-focused spending.

Cairo, 14 May 2025 – The Egyptian Ministry of Finance, UNICEF, and the Global Initiative for Fiscal Transparency (GIFT) co-hosted a high-level policy discussion to advance effective public spending on children and strengthen public participation in Egypt’s budgeting process.
Bringing together government officials, researchers, development partners, and civil society, the discussion built on joint GIFT and UNICEF analysis of Egypt’s public participation processes, drawing on international best practices.
The discussion was attended by Dr. Hesham ElHelbawy, Assistant Minister for Local Development; Dr. Gamil Helmy, Assistant Minister of Planning and Economic Development, and International Cooperation; Sara Eid, Head of Fiscal Transparency Unit at the Ministry of Finance; Senator Akmal Nagaty, member of the Committee of Party's Youth Leaders and Politicians; Nathalie Meyer, Deputy-Representative Programme, and Marianne Fabian, GIFT Network Director.
The speakers emphasized the importance of community dialogues within inclusive planning, spotlighting recommendations from the Open Budget Survey and public participation initiatives in the budget process. Furthermore, they stressed the significance of promoting child-focused investment and ways children can directly participate in community dialogue.
