Framework of the national action plan for the European Child Guarantee
Highlights
Croatia, a high-income EU Member State, continues to face challenges related to child poverty and social exclusion. In 2023, 16.1% of children were at risk of poverty, with persistent poverty affecting around 70% of those children. To address these issues, the Government adopted the National Action Plan to implement the EU Council’s recommendations on establishing the European Child Guarantee (NAP CG) in July 2023. This plan aims to ensure equal access to essential services for children in need, including free early childhood education and care, education, and healthcare.
Through the EU-funded Technical Support Instrument (TSI), Croatia is strengthening its capacity to plan, implement, and monitor NAP CG measures. Led by the Ministry of Labour, Pension System, Family and Social Policy and implemented by UNICEF in cooperation with the European Commission, the project will deliver a monitoring framework, training for authorities, early evaluation tools, and a conceptual dashboard to track progress.
