UNICEF and line ministries hold meetings to strengthen the implementation of the EU Child Guarantee

UNICEF, in cooperation with the Ministry of Labour, Pension System, Family and Social Policy and with financial support from the European Commission’s Technical Support Instrument (TSI), is conducting a series of working meetings aimed at improving the mechanisms for planning, monitoring, and implementing the National Action Plan for the implementation of the Council of the European Union Recommendation on establishing the European Child Guarantee (NAP CG).
The meetings are organised to strengthen intersectoral cooperation and improve mechanisms for monitoring progress toward goals and implementing measures that contribute to reducing the risk of poverty and social exclusion among children in Croatia.
Meetings have been held with the Ministry of Science, Education and Youth, the Ministry of Justice, Public Administration and Digital Transformation, the Ministry of Physical Planning, Construction and State Assets and the Ministry of Health. Meetings with other relevant bodies will follow soon.
Key objectives of the meetings
Participants discussed a range of important topics, including:
defining final indicators within the remit of line ministries for monitoring the implementation of measures and activities under the CG NAP
self-assessment and analysis of existing capacities and needs of ministries related to planning, monitoring, and evaluation processes
preparation of elements for a workshop aimed at strengthening institutional capacities
review of other activities within the project “Strengthening the Framework for Implementation, Monitoring and Evaluation of the National Action Plan for the Implementation of the EU Council Recommendation on Establishing the European Child Guarantee”, funded by the European Union in Croatia through the Technical Support Instrument (TSI), including the development of tools for in‑depth analysis of hidden costs in the areas of health and education
the need for continuous intersectoral cooperation and active contribution from stakeholders at the subnational level
Investing in the system means better care for children
UNICEF in Croatia continuously collaborates with relevant institutions to strengthen systems of support for children, including the development of effective monitoring and evaluation mechanisms. Investing in system quality is essential to ensuring equal opportunities and access to services for every child.
Conclusions and next steps
The meetings confirmed the importance of coordinated action among all stakeholders involved in implementing the European Child Guarantee. The following next steps were agreed:
finalisation of indicators relevant to line ministries and development of methodological guidelines
implementation of capacity self-assessments for relevant bodies in planning, monitoring, implementation, and evaluation
preparation of workshops to strengthen professional and organisational capacities
continuation of regular intersectoral cooperation
