This handbook is the second volume of the UNICEF series on education participation and dropout prevention, which aims to equip and inspire decision-makers and practitioners working in the field of education exclusion and dropout with guidance and ideas to both improve the data and information on education exclusion, and then to act on it to ensure that all children are in school and learning.
This handbook, complements the Framework for Monitoring Children and Adolescents who are Out of School or At Risk of Dropping Out by addressing policy measures and interventions aiming to improve education access and retention. It provides concrete options for policy, strategy and practice development in education inclusion and dropout prevention. The focus areas of the handbook have been selected based on the experience stemming from UNICEF’s regional initiative on out-of-school children and adolescents, and based on the content of the above-mentioned Call for Action Education Equity Now: Including All Children in Quality Learning (UNICEF, 2013c). This handbook also provides a strong basis for the implementation of UNICEF Regional Theory of Change in the education sector.
