What is EU4SocialCare?
"Enhancing Local Social Care Services Partnerships with Citizens and Toward EU Standards", is -funded by the European Union with a budget of 3.1M EUR, implemented jointly by UNICEF Albania and World Vision Albania, in partnership with the Ministry of Health and Social Protection of the Republic of Albania.
This program is advancing the social care reform by expanding the social care system in the country, while ensuring that all children, persons with disabilities and individuals at risk of exclusion receive accesible, just and dignified services.
EU4SocialCare works on enhancing and expanding the current social care services in Albania, while fostering an enabling environment for partnerships between local governments and civil society organizations.
The new project EU4Social Care, is important for three main reasons:
1- It contributes directly to the EU integration Agenda by adhering to the fundamental human rights and to the SDG Agenda.
2- It is in full alignment with the upcoming strategy on Social Protection 2024-2030, which aims to expand the geographic coverage with social services and build many typologies of services tailored to citizen’s needs.
3- It is an important support to Local Government in your capacity and holding the direct responsibility to serve to your citizens.

Enhancing Shock-Responsiveness
Recognizing the challenges posed by unforeseen shocks and crises, the program is designed to support a system that can better respond to emerging needs and provide necessary support to families and individuals at risk during difficult times.
Expanding Coverage
The program aims to broaden the reach of social care services, ensuring that a larger segment of the population can access and benefit from essential support and assistance.
Enhancing Inclusiveness
By adopting an inclusive approach, the program seeks to cater to various social groups' diverse needs and requirements, particularly those at risk of exclusion and marginalization.
Improving Effectiveness
The program strives to enhance the efficiency and effectiveness of social protection programs, advancing the decentralization of social care services and ensuring that they deliver meaningful and tangible benefits to the intended beneficiaries.
