EU4SocialCare
EU4SocialCare is designed to strengthen the local partnerships and capacities to plan, establish, extend and deliver social care services in 14 targeted municipalities.
The Action focuses on extending social care services at the municipal level and establishing specialized services, tailored to the municipalities' needs. The Action aligns closely with the Albanian Governments priorities in advancing social care reforms, promoting social inclusion, and equal opportunities, and advancing the decentralization of social care services. It enhances policy dialogue between grassroots civil society organizations, local and central levels, addressing citizens' priorities.
EU4SocialCare is built upon the following outcomes:
- Establish new or extended community based and integrated social care services, and further strengthen a structured approach to case management, standards of services and outreach work through mobile and homebased services, to support families and individuals at risk of exclusion.
- Provision of specialized social care services (for women and children with disabilities and survivors of violence); and tailored capacity building and mentoring for frontline professionals to ensure adequate quality of integrated services.
- Strengthened municipal capacities to establish and deliver social care services in the long run and ensure financial and policy sustainability for the social care services.
The program will allocate 50% of its total 3,1M EUR budget towards sub-grants to Local Governments and Civil Society Organizations, therefore underscoring the commitment to directly foster and expand social care services at the grassroots level.
The program targets the municipalities of Gjirokastra, Vora, Cërrik, Librazhd, Kavaja, Kurbin, Kukës, Kruja, Pogradec, Korça, Kamza, Vlora, Elbasan, Durrës.

For more than 30 years, UNICEF Albania works in support of all children to enjoy their human rights and seeks to ensure that no child is left behind, in an equitable environment. By promoting sustainability and equitable development, social inclusion in line with international norms and fulfilment of International obligations, UNICEF supports Albania's EU accession process.
UNICEF has been instrumental in establishing a comprehensive social protection and child protection systems in Albania. It continues to support the enhancement of legislative and policy frameworks, strengthen financing, strengthen the capacities of social protection and child protection workers, and raise public awareness to change social norms and increase reporting of child protection cases.
The organization has provided comprehensive support to children and families through ensuring that social care services are effectively planned, implemented, and accessible to all children, particularly the most vulnerable, thereby strengthening the overall child protection and social protection systems in Albania.
World Vision Albania operates in the country for more than 25 years, with a proven experience in community development and advocacy. Through its work close to the field, the organization supports vulnerable children, youth and families in more than 18 municipalities.
Its mandate and work in Albania, shows a dedicated and hands-on approach on social protection, by utilizing their field presence in emergency context, as well as in daily operations with youth activism, long standing support of vulnerable groups and transformational development, all of which contribute to World Vision Albania’s relevance to the Action.
