Highlights

Co-developed with the Zambia Institute for Policy Analysis and Research (ZIPAR), this report examines Zambia’s socioeconomic and social sector budget execution performance during the first half of 2026 (January–June). It considers how global developments and subsequent domestic policy responses have affected the Government of the Republic of Zambia’s (GRZ) ability to execute the 2026 budget, with a particular focus on spending across social protection, health, education, and WASH. Drawing on national budget and expenditure data, the analysis assesses the extent to which budget allocations are translating into actual expenditure and service delivery amid competing fiscal pressures. It concludes with actionable policy recommendations to help protect social spending and strengthen budget execution going forward.
