About
The Team Tamkeen action plan delineates an integrated strategy designed to address the
multifaceted challenges confronting Yemeni youth in the Government of Yemen areas in
the south of the country, while leveraging their potential to drive recovery and
sustainable development. Structured around four strategic pillars, this Action Plan aims
to establish a robust and sustainable framework for youth development:
• Institutional Systems Strengthening
• Learning to Earning
• Engagement, Participation through Social Inclusion, Civic Action, Peacebuilding and
Resilience
• Health and Well-being
This framework is firmly aligned with the Yemen National Youth Strategy (2022), the High-
Level Meeting (HLM) 2024 Commitments, and the Sustainable Development Goals
(SDGs), ensuring a robust, evidence-based, and globally relevant approach to youth
empowerment.
The plan ensures that youth are at the centre of policy development, program
implementation, and governance. The plan commits to the guiding principles of
inclusivity, sustainability, and meaningful youth participation while aligning with national
priorities and global commitments. By strengthening institutions, fostering youth
economic empowerment, and ensuring their engagement in governance, Yemen’s youth
will be equipped to lead, innovate, and contribute to national development.
