UNICEF welcomes Ukraine's approval of new State Standard for Preschool Education

Government decision sets foundation for quality early childhood education and care aligned with international and European approaches.

KYIV, 11 December 2025 - UNICEF welcomes the Government of Ukraine’s approval of the new State Standard for Preschool Education, a milestone decision that establishes a more child centred framework for early childhood education and care across the country. 

The Standard places each child’s holistic development at the core of the preschool experience by more clearly defining the content of preschool education, setting clear learning outcomes, and key competencies. This will guide educational programme developers and educators to provide the most engaging and equitable preschool learning experience possible.  

“Early childhood education and care is one of the most important investments a country can make in its future,” said Munir Mammadzade, UNICEF Representative to Ukraine. “The new Standard is another step forward for every child in Ukraine, regardless of where they live, to access quality preschool education that prepares them for lifelong learning,” added Mammadzade.  

The Standard is built on principles of institutional autonomy, academic freedom for educators, and the right to choose from diverse educational programmes. Its implementation will help to enable a smoother transition between preschool and primary education.  

Research shows that investments in the early years can propel human capital development, support long-term cognitive, social-emotional and physical development in children, and yield significant economic returns.  

An estimated four in ten children, aged 3 to 6 years, are missing out on regular attendance at kindergartens. In frontline regions, the absence of in-person early childhood education and care has led to heightened stress, reduced social-emotional skills, and diminished self-esteem among more than 80% of children, according to surveys.  

The Standard will come into force on 1 September 2027, following validation by the State Service for Education Quality. UNICEF is committed to supporting the Government of Ukraine during the transition period leading up to the entry into force on 01 September 2027 and throughout its implementation.
