Highlights
Since the inception of the Global Initiative on Out-of-School Children (OOSC) in 2010, in collaboration with UNESCO’s Institute for Statistics, UNICEF has been dedicated to enhancing educational participation globally. Our mission extends beyond mere data collection; it involves fostering actionable strategies to eliminate barriers to education and ensure that every child can access quality learning opportunities.
This report on Türkiye highlights significant challenges that remain in access to education for Turkish children despite substantial progress in primary and secondary education. Vulnerable groups, including children with disabilities, those involved in child labour, victims of early and forced marriage, and those affected by migration and refugee crises, face persistent barriers to education. Since 2011, the influx of Syrian refugees has intensified these challenges adding significant pressure to the education system with the addition of over 1 million school-aged children, underscoring the need for comprehensive and nuanced policy responses.
The insights gained from this study underline the importance of such integrated approaches. By identifying the most critical educational barriers, we can prioritize and target our efforts more effectively. This report offers valuable policy recommendations that emphasise the need for cross-sectoral collaboration to create sustainable and impactful solutions. Thus, bold investments are required to ensure that the next generation of otherwise disadvantaged or vulnerable Turkish children begin on a stronger footing, finish compulsory education, transition to higher education, and acquire the skills necessary to enhance their employability. These efforts will positively change children’s life trajectories and set them on a path towards breaking cycles of poverty and disadvantage and increase their chances to realize their full potential.
Our goal is to support Türkiye in developing and implementing strategies that ensure every child, regardless of their background or circumstances, has the opportunity to complete their education. The future of any nation depends on the education of its youth, and by addressing these challenges through a unified and multi-sectoral approach
