Education plays a key role in the development of any society, representing a vital instrument for eradicating poverty, inequality, and social exclusion.
Since 2009, the Government of Serbia and the Ministry of Education have made inclusive education a priority, as outlined in the “Education Development Strategy 2030”. Schools and teachers have strengthened their skills, allowing for tailored approaches for each student. Today, around 19,000 Individual Education Plans (IEPs) are in place. The schools were supported through innovative mechanisms for the introduction of advisors – external associates, the organization of the work of 13 resource centers within which children have access to assistive technologies, and soon pedagogical assistants will enter the schools to support a group of children with disabilities.
Conference Participants
The conference goal is to bring together over 200 decision-makers, educational experts, teachers and representatives of academic and research organizations, non-governmental and international organizations, along with children and youth to exchange experiences and best practices from Serbia and abroad. Also, the conference will present the sustainable results of the "We Learn Together" project implemented by the Ministry of Education of the Republic of Serbia, UNICEF, and the Delegation of European Union in Serbia.
The conference will focus on:
- Presentation of the progress and efforts made in the field of inclusive education in Serbia, as well as the identification of resources for further improvement in providing inclusive education for every child;
- Familiarization with relevant international practices;
- Understanding the importance of initial education for future teachers and professional development of teachers in inclusive practices, with an emphasis on improving current practices;
- Identification of the next steps in further enhancing the inclusive education system in Serbia and the region;
- Defining conclusions with recommendations for the further development of inclusive education in Serbia.

Serbian Alphabet of Inclusive Education: Alphabet for All (Generations)
The Alphabet of Inclusive Education was created with the goal of promoting the values upon which inclusive education is based, above all, the idea that true education is one where all children learn together in a supportive educational environment—a quality education. This alphabet reminds us that a classroom, a school, a community, and a society are complete only when all of their diverse members are present—just as alphabets are complete only when all letters are included.
This is not an ordinary book about letters and is not meant just for children. It is a book for all ages, reminding us of values that we surely know but should always remember, think about, discuss, apply in our daily lives, live by, and continually improve.
The Alphabet of Inclusive Education is composed of letters from multiple alphabets (Serbian Cyrillic and Latin, as well as scripts of eight national minority languages) designed to emphasize the values of inclusive education and the diversity of children and students in preschools and schools. The book is available in digital and print versions, accessible in audio-video format and sign language, as well as in Braille.
The Alphabet of Inclusive Education is an inclusive, fun, song-filled, lively, audible, and educational JOURNEY FROM A TO Š, inviting reflection, learning, discussion, and play. It was created as part of the project “Improved Equal Access and Completion of Pre-University Education for Children Needing Additional Educational Support – Learning Together,” implemented by the Ministry of Education and UNICEF, with support from the European Union.
