Development of Early Childhood Intervention Services: Opportunities and Challenges

Situation analysis of services for infants and young children with disabilities in Republic of Serbia
UNICEF Serbia

Highlights

Early childhood interventions represent an intersectoral, interdisciplinary, and integrated national system of professional services for children from birth to three years of age (and in some cases up to five) who experience developmental delays, disabilities, atypical behaviors, social and emotional difficulties, as well as for young children who are at high risk of developing delays before starting school due to malnutrition, chronic illness, or other biological or environmental factors.

Services are designed in line with family priorities and the child’s needs, and interventions are delivered in the child’s natural environment, such as the home, kindergarten, community-based centers, play spaces, or any other setting where children without developmental delays or disabilities are also present.
