This policy brief series presents data and policy recommendations to enhance children’s learning performance, using learning outcomes for Grade 5 learners from the Southeast Asia Primary Learning Metrics (SEA-PLM) 2019 in the Philippines.

It presents the overview of the SEA-PLM 2019 and in-depth analysis and policy recommendations on early childhood education, parental engagement, and teachers to mitigate the learning gaps among low-performing students in the Philippines.
