UNICEF: New education financing system promising to transform learning outcomes for children

Skopje, 13 August 2025: “UNICEF welcomes the Government of North Macedonia’s adoption of new funding formulas for primary and secondary education. These landmark reforms promise to enhance the equity, efficiency and quality of education and improve learning outcomes for children across the country.
“UNICEF, together with the World Bank and the Swiss Government, has been honoured to provide its technical expertise and support to the Ministry of Education and Science in the process of developing this new education financing system.
“The newly adopted formulas bring transformative benefits for municipalities, schools and, most importantly, for children:
- The new funding formulas give municipalities and schools a clear framework for planning and resource allocation, with standardized per-student costs that reflect evolving needs and can be adapted to demographic changes.
- The formulas will help schools respond better to students’ diverse needs through additional support for the inclusion of children with special educational needs, those learning in the languages of smaller ethnic communities and those experiencing poverty.
- The new formulas give municipalities incentives to optimize their school network and resources, so every child has access to optimal learning environments regardless of where they live. This will allow schools to progressively introduce a single shift and offer a full day of learning in a well-resourced environment, with more time and space for extracurricular activities that support children’s holistic development, creativity, and well-being.
- The secondary education formula aims to better align vocational education with labor market needs, ensuring students have the skills and experience required for future employment.
“These reforms are not merely technical adjustments; they mark a strategic shift toward a more inclusive and effective education system. By allocating resources more fairly and efficiently, they will enhance quality teaching and promote further equity.
“UNICEF remains committed to continuing to support the Government in ensuring that every child, regardless of who they are or where they live, has access to quality education that prepares them for life, work, and active citizenship.”
