Highlights

NALABE 2022 was conducted by UBEC in collaboration with the United Nations Children’s Fund (UNICEF) in October 2022. It determined the overall performance and proficiencies of Primary 3 (P3), Primary 5 (P5) and Junior Secondary 2 (JS2) learners in mathematics, English studies, basic science and technology, and social studies. It also assessed the context under which learning takes place in the Nigerian Basic Education system to discover possible enablers of learning achievements, with a view to facilitating evidence-based policy and decision making.

The assessment was administered to 75,067 P3 learners in 2,529 primary schools, 71,041 P5 learners in 2,373 primary schools and 23,564 JS2 learners in 788 junior secondary schools sampled from all 36 states of the federation and the Federal Capital Territory (FCT). The parents of the sampled learners, as well as their teachers, head teachers and principals also participated in the assessment.

NALABE 2022 provided a robust measurement of learning performance of a nationally representative sample of P3, P5 and JS2 learners in Nigeria in the four core subjects of mathematics, English studies, basic science and technology, and social studies. Figure ES.1 presents the results of NALABE 2022 learner performance across all subjects and grades, expressed by percentage of learners performing at different proficiency levels: level 1 (below partially meets minimum proficiency); level 2 (partially meets minimum proficiency); level 3 (meets minimum proficiency); and level 4 (exceeds minimum proficiency). A strategy for improvement should look at ways of
moving learners up at least one level.
