Reflections on Educational Practice: Maldives’ First Joint Sector Review 2025
Analytical report of perceptions by schools and departments of the Ministry of Education, Republic of Maldives
Highlights
In 2019, Maldives joined the Global Partnership for Education (GPE) and has since received project grants to enhance its education sector, especially during the COVID-19 pandemic. In 2024, the country was awarded USD 9.5 million for three projects: the System Capacity Grant (SCG), the System Transformation Grant (STG), and the Multiplier Grant, with UNICEF and the World Bank acting as Grant Agents.
The Ministry of Education (MoE) developed these initiatives after successfully adopting a Partnership Compact, which serves as a strategic policy framework with goals for transformational change in the education system. The SCG includes annual Joint Sector Reviews (JSR) to evaluate educational progress through the participation and collaboration of stakeholders. This report, prepared for the Maldives' first JSR, is essentially a qualitative review based on reflections from schools and MoE departments.
