Kosovo Institutions explore Machine Learning applications for evidence-based policymaking

Prishtina, 3 November 2025 — The Office of Prime Minister, in partnership with UNICEF Kosovo, organized an introductory workshop on the application of causal machine learning methods for evidence-based policymaking and evaluation.

The two-day workshop was opened by Mr. Lulezon Jagxhiu, Advisor to the Prime Minister on Information technology/CTO - Office of the Prime Minister and Ms. Veronika Vashchenko, Head of UNICEF Kosovo.

“Machine learning is important and timely considering the evolving environment with the latest technology development and artificial intelligence impact which is fundamentally changing the way we work, live and learn, said Mr. Lulezon Jagxhiu, Advisor to the Prime Minister on Information technology/CTO.

The workshop was attended by representatives of the Kosovo institutions, the Kosovo Agency of Statistics, line ministries, representatives from customs and many others.

Facilitated by Professor Michael Lechner, Co-Head of the Swiss Institute for Empirical Economic Research at the University of St. Gallen, the workshop introduced participants to innovative methods that use machine learning for effective evaluation of public policies. The training aimed to help institutions better understand how such approaches lead to policy optimization, and more effective resource allocation and investments for human capital development in Kosovo.

“Integrating innovative data methods such as machine learning into policymaking enables governments to make more precise, evidence-based decisions,” said Veronika Vashchenko, UNICEF Head of Office in Kosovo. “This partnership demonstrates Kosovo’s commitment to using data and technology to improve the effectiveness of public policies and deliver better outcomes for children.”

UNICEF and the Office of Prime Minister plans to continue this collaboration through advanced training sessions and pilot initiatives that apply machine learning to the evaluation of existing policies.

Machine learning is transforming how governments worldwide design and evaluate policies. Causal machine learning focuses on identifying what works best for different population groups, enabling more targeted and efficient policymaking. Countries such as Canada, the United States, and the United Kingdom are already using these approaches to enhance policy effectiveness and reduce costs.
