Highlights
This report presents the findings, conclusions and recommendations of an exercise to document the experience of East Kazakhstan Oblast (EKO) in establishing family support services. This was not an evaluation, but a documentation exercise that included a desk review and field work in Oskemen/Ust-Kamenogorsk and Semey in October 2015. The report defines family support in relation to international practice and the Kazakhstan institutional and legislative framework and uses these definitions to identify and document promising practices, to make an assessment of their effectiveness and to provide recommendations for further development of family support services.
