Ministry of Finance

Cairo, Egypt, 29 May 2022 - The Ministry of Finance, in cooperation with UNICEF and the Global Initiative for Financial Transparency (GIFT), concluded a 5-day workshop at Egypt’s Ministry of Finance to provide technical support and international practices on tagging the Program and Performance based Budget to the Sustainable Development Goals (SDGs) and indicators.

The workshop is the second of its kind to complement the technical support and international exchange of experiences that started in November last year. The workshop – in which various units of the Ministry of Finance, and representatives of the Ministry of Planning and Economic Development and other line ministries participated – aimed to develop methodologies for performance indicators in line with national planning and Programs Based Budget, as well as the formulation and completion of an implementation plan for the methodology of tagging the budget to SDGs (SDG tagging), based on relevant international experiences.

In cooperation with the relevant ministries, a proposal for guidelines to link the allocations of the current programs of ministries with goals and performance indicators, including SDG indicators through the Program and Performance based system will be developed. This aims to improve the efficiency of public spending, raise the quality of government performance, monitor the effectiveness of performance, and ensure optimum utilization of state resources.

The workshop comes within the framework of the project Financing Strategy for Sustainable Development Goals in Egypt” to estimate the costs of the Integrated National Financing Framework (INFF) for sustainable development themes and goals (SDGs) and to assess current financing. The project aims to access new financing tools, attract additional funds and take advantage of opportunities to increase financing, and plan to use it more effectively. The project aims to support Egypt’s ambitious development efforts which are consistent with its national sustainable development agenda, Egypt Vision 2030, and Africa’s Agenda 2063, as well as the UN SDGs.

This workshop is a continuation of the Budget Transparency series jointly produced by the Ministry of Finance and UNICEF as part of their efforts to enhance transparency and engage citizens in the budget process.
