RCA: Climate Landscape Analysis for Children (CLAC 2026)

Highlights

The Central African Republic (CAR) ranks first among the countries in the world where children are at extremely high risk (UNICEF CCRI, 2023). This situation is compounded by a political and military crisis that has plagued the country since 2013 and is causing population displacement. Climate change and the political and military crisis are thus preventing children from fully enjoying their rights under the Convention on the Rights of the Child by depriving them of water, food, medical care, protection and decent housing.

To address this situation, which is similar in almost every country in the world, UNICEF launched the Sustainability and Climate Action Plan (SCAP 2023-2030) in 2023. As part of the roadmap implementation, UNICEF suggests that country offices produce additional evidence on the impact of climate change and the resulting disaster risks, as well as the risks to children stemming from environmental degradation and limited access to energy.

The development of the Local Climate Action Plan (LCAP) comes at an opportune time, as UNICEF, which has just been accredited to the Green Climate Fund (GCF), will present the first single-country project for the Central African Republic (CAR) to the GCF Board in February 2026. Furthermore, the country's Nationally Determined Contribution (NDC) is currently being revised. Finally, the CAR is preparing its Long-Term Low-Emission Development Strategies (LT-LEDS).

This CLAC, which aims to facilitate the integration of Climate Change, Environment, Energy and Disaster Risk Reduction (CEED) into the strategies and interventions of UNICEF, the government and their partners, will be able to guide the consideration of the concerns of children and young people in the process of developing relevant documents and projects, such as those mentioned above, and in their implementation.
