Ministry of Education, Youth and Sport and UNICEF Elevate Education in Cambodia with Launch of Digital Platform to Advance Teacher Training

PHNOM PENH, 18 November 2025 – The Ministry of Education, Youth, and Sport (MoEYS) and UNICEF today announced the official launch of the innovative Capacity Development Platform (CDP), a nationwide Learning Management System (LMS) dedicated to Cambodia’s educators. This initiative is set to digitize and formalize teacher training, transform professional growth for teachers, educators, and staff across Cambodia, and ultimately help improve learning for every child.

“The CDP marks a transformative step in Cambodia’s journey toward quality teacher education,” said H.E. Dr. Hang Chom Naron, Deputy Prime Minister and Minister of MoEYS. “By digitizing teacher training and professional development, we are empowering our educators with the tools, knowledge, and support they need to inspire learning and improve outcomes. This platform reflects our commitment to innovation, equity, and excellence in education.”

The CDP platform will be available for use for every education professional nationwide, helping to elevate the quality of education delivered to students by enhancing teacher professional development and fostering continuous learning.

“When we support teachers, we ensure that every child, especially the most vulnerable, can receive the help they need to reach their full potential in the classroom and in their lives,” said Dr. Will Parks. “The CDP will play a crucial role in achieving these goals. By improving educational quality and promoting equitable access to learning, we can build a resilient education system and nurture a thriving, highly skilled workforce for the future of Cambodia.”

The CDP serves as a comprehensive digital ecosystem and a central hub for innovative training programmes and resource sharing. It aims to strengthen the skills and knowledge of teachers by providing accessible, high-quality training, diverse resources, and collaborative opportunities.

The platform's objectives include:

  • Enhancing teacher professionalism: providing continuous professional development opportunities to equip teachers with the latest pedagogical techniques, expertise, and digital literacy skills
  • Improving learning outcomes: strengthening teaching methodologies to ensure more engaging, effective, and inclusive learning experiences for all students.
  • Fostering a culture of innovation: encouraging teachers to adopt innovative teaching and learning approaches and integrate technology into their classrooms.
  • Creating career pathways: offering clear pathways for professional growth and leadership opportunities within the education sector.
  • Strengthening capacity: building the institutional capacity of educational bodies to design, implement, and evaluate effective teacher development programmes.

The CDP’s development and implementation have been funded by the Global Partnership for Education (GPE) and the European Union (EU) through the Capacity Development Partnership Fund Phase-III (CDPF-III) and the Australian Department of Foreign Affairs and Trade (DFAT) through UNICEF Cambodia, with collaboration from development partners including World Education, a division of JSI Research and Training Institute. 

MoEYS and UNICEF invite all teachers, school leaders, and education officials across Cambodia to explore and actively engage with the new platform. Partners, government agencies, civil society organizations, and international funders are also encouraged to join this critical initiative and contribute to the sustainable development of Cambodia's education sector.
