Vision

A future where every young person in Albania has a clear pathway from education to opportunity, decent work, and a life of choice.

Challenges

Young people are Albania’s greatest asset, yet too many face barriers transitioning from education to decent work. Today, nearly 1 in 4 young people in Albania are Not in Education, Employment or Training (NEET), risking social exclusion, economic vulnerability, and a loss of human capital essential for the country’s future.

Solutions

The Youth Guarantee (YG) offers a powerful solution. As part of Albania’s EU integration reforms, the Youth Guarantee ensures that every young person up to age 29 receives a quality offer for employment, continued education, apprenticeship, or traineeship within 4 months of leaving school or becoming unemployed.

UNICEF is investing in the Youth Guarantee because it:

  • Breaks the cycle of vulnerability by giving adolescents and young adults pathways to skills and jobs;
  • Aligns with EU priorities under Chapter 19 (Social Policy), making it central to Albania’s accession agenda;
  • Empowers human capital development, which is key for economic growth and stability;
  • Promotes equity, ensuring that girls, rural youth, and those with disabilities or at risk of migration are not left behind.

Through partnerships with government, employers, and civil society, UNICEF supports:

  • Skills development in schools and communities.
  • Career guidance and early intervention to reduce dropouts.
  • Innovative models for workplace learning and apprenticeships.
  • Digital tools to connect youth with opportunities quickly and effectively.
