Vision

By 2031, better data leads to better decisions, ensuring every child is seen, supported and able to thrive.

The challenge

Policy decisions for children often lack timely, disaggregated, and accurate data. Critical gaps remain in tracking child poverty, learning outcomes, early childhood development, and the status of children with disabilities. Without robust evidence, resources are hard to target, equity gaps persist, and progress toward the SDGs, EU accession benchmarks, and child rights obligations slows.

Solutions

Under the 2027–2031 Country Programme, UNICEF is investing in strengthening Albania’s data and evidence systems by:

  • Supporting integrated national data systems linking sectors (education, health, social protection).
  • Promoting disaggregated data collection by gender, location, disability, and other vulnerabilities.
  • Building capacity for child-focused SDG monitoring, aligned with EU requirements.
  • Introducing innovative tools like real-time dashboards and citizen-generated data to improve service planning.
  • Strengthening equity-focused analysis and public finance tracking for children.

The impact

  • Policy decisions based on evidence enable smarter investments for children and youth.
  • Improved transparency and accountability in EU-accession-related reforms.
  • Early identification of at-risk children, reducing exclusion and improving services.
  • Governments and partners now have data-driven pathways to achieve the European Child Guarantee and Youth Guarantee.
