As Viet Nam advances landmark local governance reforms, how can essential services for children remain accessible, equitable and uninterrupted? This report examines the readiness of local systems to deliver social services for children under the new two-tier local government model. Drawing on evidence from Dien Bien, Dak Lak, Da Nang and Can Tho, it highlights emerging opportunities, challenges and policy recommendations to strengthen child-centred service delivery and ensure that every child can access the support they need, wherever they live.
